Background & Experience

Before forming Robert Earl, LLC, I spent more than three decades in mechanical services, operations management, and project oversight, including roles such as:

• Project Manager, The Fowler Company — commercial & industrial HVAC including maintenance program development and oversight, new system installation, retrofit and replacement of existing systems, project oversight of electrical, plumbing, building automation controls, coordinated mechanical engineering, and provided facility management 

• Operations Manager, All Seasons Climate Control — oversight of 100+ continuous active HVAC projects both new construction and retrofit, all purchasing, enforced safety compliance, and maintained workflow management

• Inside/Outside Sales, Wolff Bros Mechanical Wholesale Supply --- providing Plumbing, Electrical, and HVAC products and equipment to a territory of commercial & residential contractors

• Sales Engineer / HVAC Project Manager, Cleveland - based Cyngier Systems Management, selling, coordinating, and providing oversight of new and retrofit HVAC installations, including duct design and all code compliant modifications. 

• General Manager, Arnie Fox Heating & Air Conditioning/ Huron Refrigeration Co, providing general management of all operations and project oversight to this HVAC company with a Commercial Refrigeration sub-division. 

• Firefighter/Rescueman, United States Air Force (Strategic Air Command)

These roles shaped the disciplined, detail‑driven approach I bring to every project today.

Relevant Federal Experience

Prior to forming Robert Earl, LLC, I supported multiple VA and DoD facilities with equipment, documentation, and coordinated contractor services, including:

• Langley AFB & VA Outpatient Clinic — Provided air‑analyzing equipment and CCTV systems supporting mission readiness and facility monitoring.

• VA Transitional Housing Facility, Cleveland — Coordinated HVAC and water‑heating system replacements, improving indoor air quality and reliability.

• Chillicothe & Cleveland VA Medical Facilities — Supplied cleaning chemicals and facility support materials for General Services and Surgery Center operations.

• Multiple VA Facilities — Supported emergency “no‑heat” events and routine maintenance by coordinating contractor activities, reviewing documentation, and preparing maintenance summaries.

• VA Outpatient Clinic  — Developed lifecycle planning documents and equipment records to support long‑term budgeting.

• VA Facility, Southwest Louisiana — Oversaw vendor performance and tracked project milestones, ensuring compliance and clear reporting.

• Camp Perry Nat'l Guard Training --- Assisted in the development, oversight of the construction and internal mechanical systems of new lodging facilities. Additionally, I provided mechanical oversight of various HVAC retrofits.  

• Lockheed Martin --- served as a team member supporting a defined segment of their Retro-Commissioning program, contributing to HVAC and Building Controls performance improvements across existing facilities

These experiences give me a practical understanding of federal facility expectations, documentation standards, and the importance of clear communication.
